Essential principles of an M&E system

Every monitoring and evaluation (M&E, and all its variants, notably MEL, MEAL, MERL) system should ideally be guided by a set of principles.
These principles, if well-conceived, provide a solid foundation to the framework for measuring, managing, and maximizing the project’s results, which to me is what M&E is truly about. They communicate core values and facilitate a coherent approach to the conduct of M&E for the project.
